On October 9, 2013 the Ministry of Communications and Informatization of the Republic of Belarus will issue the stamp “History of national communications” with the emblem of the Regional Commonwealth in the field of Communications (RCC).
Designer: Ivan Lukin. Printing: offset. Colour: full colour. Paper: chalk-surfaced, gummed. Perforation: comb 131/2. Size of the stamp: 29,6x52 mm. Sheet composition: 6 (3x2) stamps. Size of the sheet: 119x133 mm. Print quantity: 60.000 stamps.
The stamp was printed at the Republican Unitary Enterprise “Bobruisk Integrated Printing House named after A. T.  Nepogodin”.
Letter “N” is equal to the surface tariff of a postcard abroad.

In 2011 Communications Administrations — members of RCC signed the Agreement on issuing postage stamps of RCC thematic. Its aim is to develop cultural, social and economic cooperation between the states and to consolidate friendship between their people. These stamp issues are notable for using the emblem of RCC in their design. The first issue of RCC thematic was the stamp “20th anniversary of RCC” (2011), the second — 2 stamps from the series “Belarusian national clothes” (2012). The stamp “History of national communications” is the series continuation of the RCC thematic issues.
Philatelic items from the private collection of Lev L. Kolosov were used in the design of the stamp.

Colour of the postmark — black.
 
Special postmark and FDC designed by I. Lukin.
A special cancellation on FDC will be carried out at the Main Post Office of Minsk on the stamp issuing day.
