Customs clearance

The procedure for the movement of goods across the customs border of the Customs Union, including in international postal items, and the release of goods by customs authorities are governed by the Customs Code of the Customs Union, Decisions of the Commission of the Customs Union, Agreement on the procedure for movement of goods by individuals for personal use across the customs border of the Customs Union and for the performance of customs operations associated with their release.

In order to speed up the customs processing, a customs declaration should be drawn up in French, English or a language accepted in a destination country, with interlinear translation into the Russian / Belarusian language.

For customs inspection of the postal item the customs administration of the country of destination must know exactly its contents. Therefore, a customs declaration should be filled in completely and accurately. Otherwise, it may cause delays in posting of the item, as well as other inconveniences for the recipient. Any false or unclear declaration may cause a fine or confiscation of the item.

Inserted goods may be subject to restrictions. The sender should therefore enquire about the possibilities of import and export (the Manual on acceptance of international postal items) (prohibitions, restrictions such as quarantine, restrictions on pharmaceutical products, etc.) and also enquire about documents (commodity account, certificate of origin, sanitary certificate, license, permit for an article subject to a quarantine (products of animal and vegetable origin, food products, etc.)), which may be required in a destination country.

A commercial item means any exported or imported merchandise as part of any transaction, regardless of whether it is sold for any amount of money or exchanged without providing the money supply.
